ARTICLE I – ELECTIONS
- All votes will be by secret ballot.
- Elections will be by plurality vote. A candidate needs forty percent (40%) of legal votes cast to obtain office [example: three (3) candidates, twenty (20) legal votes cast, a candidate needs eight (8) votes to obtain office].
- In the case of a vote by acclimation there shall be no write in votes or nominations from the floor.
ARTICLE II – OFFICERS
- No Executive Committee member will have voting rights on any matter unless they are one (1) of the two (2) representatives for their organization at that meeting.
- The President shall have the power to appoint committees.
- The Chair shall be allowed to break a tie, but not create a tie. The Chair can be a third vote for a member organization only if that member organization has two (2) other representatives present at the same regular meeting
- A vacancy in any office because of death, resignation, disqualification or otherwise may be filled by a majority vote of the Executive Board for the unexpired portion of the term.
ARTICLE III – AMENDING GOVERNING DOCUMENTS
- The By-Laws may be amended by two thirds (2/3) majority of the organizations. There must be at least seventy five percent (75%) of the organizations present to constitute a quorum for amendments. No amendments shall be voted upon at the same regular meeting it is introduced, but shall be voted at the next regular meeting.
- The Rules of Order may be amended by two thirds (2/3) majority of the organizations. There must be at least seventy five percent (75%) of the organizations present to constitute a quorum for amendments. - The Standing Rules may be amended by fifty one percent (51%) majority of the organizations. There must be at least fifty one percent (51%) of the organizations present to constitute a quorum for amendments. Amendments may be voted upon at the same meeting it is introduced.
ARTICLE IV – NEW TEAM REQUIREMENTS
- New members may be admitted by a two thirds (2/3) majority of the league members present. There must be at least seventy five percent (75%) of the league membership present to constitute a quorum.
ARTICLE V – LENGTH OF DEBATE
- A. A member may debate two (2) times on any issue brought before the Executive Board. They will be limited to no more than five (5) minutes per debate. They may not debate for the second (2nd) time until all members wishing to debate each particular issue have had the opportunity to do so for the first (1st) time.
ARTICLE VI – VOTING
- A Ballot Vote shall only be used for election of officers and for considerations of the addition or removal of member organizations.
- The Chair shall have the right to declare a Roll Call Vote at any time, with the exception of Article VI, Section A. of the Rules of Order.
- General Consent shall prevail in cases where the Chair has determined there is informal agreement of the group. The Chair can initiate the procedure in order to quickly dispose of matters of routine business or those matters where the Chair senses the group is in agreement.
